Grubb\, PhD is an internationally acclaimed speaker who has presented numerous keynote addresses and workshops on leadership\, organizational culture\, change\, performance\, working with others\, and storytelling. She has worked directly for three C-level functions (CHRO\, CFO\, CIO) for the past 15 years\, and has been with the FBI for over two decades. Grubb is currently serving as the Digital Transformation Advisor to the Chief Information Officer at the Federal Bureau of Investigation (FBI) and is the founder of Organizational Insights\, LLC. \nShe has been responsible for the implementation of numerous change initiatives within the FBI for more than 20 years\, from serving as a leader on the post-9/11 enterprise-wide cultural transformation of the FBI to implementing innovative HR systems and processes at all levels\, with a current focus on the digital transformation of the FBI through its people and culture. A two-time FBI Director’s Award for Excellence recipient\, she built the organizational development function at the FBI as well as led the development and implementation of an integrated Leadership Development Program for all employees at all stages of the employment lifecycle\, for which she was awarded the SIOP/SHRM HR Impact Award. \nGrubb is also on the American Psychological Association Change Management Advisory Board and was the Chair of the Bombardier Safety Standdown Advisory Council. A Fellow of SIOP (Society for Industrial and Organizational Psychology)\, she earned her Ph.D. and M.A. in Industrial/Organizational Psychology from the University of Houston\, earning her bachelor’s degree from Villanova University.

During her tenure\, she has enhanced nearly every aspect of the organization\, from team development to client engagement. Today\, she oversees API’s staff\, culture and strategy\, along with executive recruitment projects and new program development. \nRegularly quoted in aviation media\, Jennifer authors industry articles and speaks at national and regional events on topics such as organizational health\, employee attraction and retention\, compensation trends\, leadership and the link between culture and safety. \nJennifer serves on the NBAA Advisory Council\, Bombardier Safety Standdown Advisory Council and HigherVets’ Board of Directors. DESCRIPTION:Course scheduled for:\n \n  \n\n\n\n28-30 Sep 2026\nRedondo Beach\n\n\n\nTuition: $2\,000.00\n\n\n\n  \nPragmatic SMS is designed for aviation operators\, managers\, and leaders who are not safety managers yet require a succinct overview of Safety Management Systems\, or for safety managers who do not have the time for the five-day Safety Manager’s Course.  In this course\, the student will learn how to implement and maintain a safety management system in his/her organization through utilizing a pragmatic and functional approach. \nSpecifically\, the student will: \n\nUnderstand how safety management systems evolved in aviation safety to set the foundation for learning the purpose of SMS.\nBecome familiar with the standard ICAO SMS framework and how each component/element works towards the aim of reducing risk.\nLearn the 13 practical applications of SMS in the context of everyday work.\nRecognize ways to foster employee engagement with the SMS and the importance of leadership inspiring involvement.\n\nSafety management systems have been touted as the ideal way for an organization to control risk in operations over the last almost two decades. The International Civil Aviation Organization (ICAO) has adopted safety management systems as Annex 19\, which include an instruction for State Civil Aviation Authorities to implement safety management regulations for commercial international aviation as well as helicopters involved in international commercial operations. In the U.S.\, the FAA has implemented 14 CFR Part 5 for scheduled commercial operators (14 CFR 121) and will implement these regulations for 14 CFR 135 operations soon. Aside from the regulatory impetus\, many industry standards incorporate an SMS requirement into the standard suite. While there has been a unified multi-front push for SMS in the fixed- and rotary-wing world\, the guidance and instruction for operators to implement SMS has been varied\, vague\, and in some cases\, not applicable. \nThe Safety Management System by nature can be scaled for operator complexity and mission through the way the SMS standards are applied. However\, instruction has revolved around the 4 component and 12 element framework turning the SMS into an academic exercise versus a pragmatic solution to controlling risk. Furthermore\, the organization will perpetuate this learning through documentation as they try to resolve everyday work through tying it to the rigid framework. SMS is something vibrant and alive and thus – as an approach or way – guides the function and scope of SMS activities in a given organization. This course looks at SMS through a functional lens in that SMS activities are the focused upon rather than theoretical structure. \n  \nStudents in this course will: \n\nUnderstand the evolution of aviation safety focus and how SMS came to be in aviation.\nBe able to identify ICAO standards and recommended practices as well as FAA regulations associated with SMS.\nUnderstand the purpose of SMS in relation to the organizational accident.\nBecome familiar with the ICAO SMS framework and the objective of each component/element.\nComprehend why a strict framework approach to documenting and executing SMS leads to confusion and broken processes.\nUnderstand how to scope the SMS in the organization and why this is important.\nBe able to identify the appropriate elements of a sound SMS policy\, the importance of leadership’s participation in policy development\, and how policy relates to all activities in the SMS.\nUnderstand the importance and construction of valid and impacting safety objectives and leadership’s role in helping to establish these objectives.\nBecome familiar with all the roles in an SMS and what each role is responsible for as well as the documentation of these roles and responsibilities.\nUnderstand the criticality of safety reporting\, recognize the elements of a robust reporting system and what should be reported. Additionally\, the student will determine the need for justness and psychological safety in reporting.\nUnderstand what a hazard is\, recognize the methods for identification and assessment as well as understand the importance of a hazard register.\nUnderstand the importance of safety investigations for reactive hazard identification and continuous improvement through remediation.\nRecognize the need for investigation triggers and understand the integrative investigative process focusing on the “why”.\nComprehend what safety performance monitoring and measurement is\, the difference between measuring and monitoring\, and the application of SPIs and SPTs to both.\nUnderstand the notion of continuous improvement in the context of internal evaluation and how other SMS activities can contribute to continuous improvement.\nRecognize the importance of developing a safety communication strategy and how to execute upon that strategy.\nUnderstand how to establish SMS training (initial and recurrent) that is specific to organizational roles.\nBe able to identify what should be included in the SMS documentation and how to structure the manual for success.\nRecognize sound change management techniques and how to lead the organization through safety-related changes.\nUnderstand the need for an emergency response plan (ERP)\, identify what should be included in the ERP\, and understand how to coordinate it with appropriate stakeholders.\nUnderstand the challenges of employee engagement in the SMS\, how motivation theory can help with engagement\, and how leadership is critical in creating safety citizens.\n\nBASC Also Supports SCSI’s Other Courses:\nThese courses are offered by SCSI according to a regularly published schedule at SCSI-selected locations. Roby\, CAM\nVice President of Safety Services\nPolaris Aero\nA 2024 recipient of the Dr. Tony Kern Professionalism in Aviation award\, and a 2022 NBAA 40 Under 40 recipient\, Roby has spent more than a decade honing her skills in Part 135 and Part 91 operations. Roby’s roles ranged from Fixed Based Operator (FBO) operations\, a flight crewmember on a Beechjet 400 and Hawker 800\, Safety Manager\, and managing both scheduling and charter sales for a Part 135 charter and management company. Roby has a bachelor’s degree in aerospace science from Middle Tennessee State University with dual pro-pilot and air traffic control concentrations and an NBAA Certified Aviation Manager (CAM) certification. Roby’s education and diverse aviation experience are valuable in the tactical implementation of safety best practices in her current role as Vice President of Safety Services at Polaris Aero.
